The multiannual national program for the development of entrepreneurial culture among women managers in the SME sector, hereinafter referred to as the Program, is a program to encourage and stimulate the establishment of small and medium-sized enterprises, implemented by the Ministry of Entrepreneurship and Tourism (MAT) through the Enterprise Agencies Small and Medium-sized Enterprises, Investment Attraction and Export Promotion (AIMMAIPE), in accordance with the provisions of Law no. 346/2004 on stimulating the establishment and development of small and medium-sized enterprises, with subsequent amendments and additions, as well as Government Decision no. 1327/2021 on the organization and operation of the Ministry of Entrepreneurship and Tourism, with subsequent amendments and additions.

About funding
The female entrepreneur is a Program to encourage and stimulate the establishment of small and medium-sized enterprises. This procedure establishes a de minimis aid scheme. The Woman Entrepreneur 2022 program is addressed to companies from all over the country, whose shareholders include women who own more than 50% of the social shares. The grant is in fixed value and requires the creation of new jobs. 1 job for AFN of 100,000 lei and 2 jobs for AFN of 200,000 lei. We recommend that at least one job be reserved for unemployed people, graduates starting in 2019, disadvantaged people or people with disabilities. The projects can be implemented both in the urban environment and in the rural environment, including Bucharest and Ilfov County.

- at least one of the associates must be a woman and hold at least 50% of the social shares
- the company has no debts to the general consolidated budget or to the local budgets
- it is not possible to access financing with PFA, II, IF, NGO, etc
- financing can be requested for only one eligible CAEN
- there is no age limit for this funding program

For the Femia Antrepreneur program, the co-financing of the beneficiaries is at least 5%. For a maximum score, it is recommended that the own contribution (co-financing) be at least 15%.

- Salaries, utilities, accounting services / rents (lump sum)
- Digital package (digitization voucher) – mandatory expense
- Entrepreneurial skills development courses
- Non-deductible value added tax (VAT).
- Consultancy for the preparation of documentation and for implementation
- Publicity and information related to the project
- Financial expenses related to loans/guarantees
Ineligible expenses
- Cryptocurrency mining/storage systems are not funded
- Expenses related to astrology and spiritualism activities are not financed
- Online services, personal services such as: escort services
- Dating services, video chat, dating agency services
- Expenses regarding notices or other fees
- Packaging, transport, commissioning, assembly, labour
- Staff training for the use of equipment/machinery
- Deductible VAT – not an eligible expense
- Assets purchased in the leasing system, second-hand
- Assets subject to dual financing
- Agricultural activities cannot be financed through this program
