The second evaluation stage consists of analyzing the information submitted by the applicants through the application forms. Thus, in order to accept funding applications, the technical team of the ministry and the personnel of the Agencies for Small and Medium Enterprises, Investment Attraction and Export Promotion will verify the completion of all fields by the applicants, the eligibility of the CAEN Rev 2 code, including the links of the purchased assets with the flow of activities/sub-activities that are necessary to carry out the activities of the CAEN code for which funding is requested, as well as the classification in the SME category and the declarations assumed.

Depending on the results of the second evaluation stage, the applicants will receive either a decision regarding the acceptance in principle for financing, or a decision regarding the rejection of financing. There is also the possibility of requesting additional clarifications.

• For equal scores, according to the legislation in force, the tie-breaking was carried out taking into account:
• the score obtained for the criterion related to the field of activity (section A of the evaluation criteria);
• the score obtained for the criterion related to the investment (section C of the evaluation criteria);
• the score obtained for the criterion related to the sustainable development component (section D of the evaluation criteria)
• the score obtained for the criterion of entrepreneurial training courses (section E of the evaluation criteria);
• the score obtained for the criterion related to the digital skills courses (section F of the evaluation criteria);
• the score obtained for the criterion related to starting a business (section G of the evaluation criteria);
• the score obtained for the criterion related to the innovation component of the project (section H of the evaluation criteria);
• the exact value of the percentage related to the investment in equipment;
• the date and time of enrollment in the program.
